Yep. It's concept art of the announced Fantasyland at WDW's MK expansion announced last year. However, there are rumblings that the Pixie Hollow and Princess meet and greet elements are now subject to cancellation because it is believed that they offer very little appeal to little boys. Mickey's ToonTown Fair is either now closed or soon will be to make room for the two Dumbo rides (same ride twice) new location. WDW has announced that Mickey's and Minnie's houses are not leaving forever, but it is not known where they will go.
The Little Mermaid attraction is a clone of the one opening in DCA next year and the MK version is thought to be safe. Likewise the Be Our Guest restaurant is believed to be safe.

I knew they were closing Toontown and expanding, but that's a lot of land. Are they just adding this on or they changing what's already part of Fantasyland like Peter Pan, Winnie the Pooh, Snow White, and such?

Those pictures are absolutely stunning! I belong to a Little Mermaid forum and someone had posted the pictures for the Little Mermaid expansion, but I've never seen any of the others. Being a HUGE Beauty and the Beast fan, the whole village, tavern, and ballroom idea blew me away. I think that would be amazing! Maybe there'd be a way they could incorporate things that would capture the attention of boys and girls to make it work.

Disney has been clear that this is an expansion of Fantasyland at WDW's MK. No existing rides are being lost, though some believe that Goofy's Barnstormer may be rethemed since Dumbo will be moving to the area currently occupied by Mickey's ToonTown Fair.
As far as appealing to boys, you can do a lot with a nice ride (see The Little Mermaid) or the Gaston's Tavern idea, but there's very little appeal with elaborate princess and/or Tinker Bell meet and greets. Disney has confirmed that The Little Mermaid attraction is safe as well as the Beauty and the Beast restaurant ideas. What we do not know is if the Fantasyland Forest/Pixie Hollow ideas will become reality.
