When Cory gets his licence, Alan is so upset that Cory didn't wake him up and drag him to the DMV like Eric did.
Apparently he is forgetting that Eric's friend (played by Jason Marsden) took him to the DMV and Eric failed his driver's test.
Toward the end of the episode, Alan and Amy are shocked that Eric failed his test and still took the keys anyway. If Alan had taken Eric, he would have known about this.

yeah thats true, but knowing Eric the time with Jason could have been his second time

Hmm...I never noticed that, but I think Eric could have taken the test lots of times, like Shenzi said.

Well, this was definitely his first time...cause they wouldn't have been so surprised.
Shawn: He doesn't have a license.
Cory: He's got to. Not even my brother is that big of an idiot.
Yet, Alan said: "I remember Eric dragging me to the DMV when he turned 16."
So, on the day he turned 16, he went to the DMV with his friend (Marsden), and failed his test. And at the end of that episode, he did have his licence. Now, Alan could have gone with him this time...but that part about Eric dragging him to the DMV on his birthday is not true.
