Argh, these are hard categories!
I love both of these categories but Friar Tuck wins it for me for his fight scene with the Sheriff! It always used to scare me as a kid that somebody so kind and good as the Friar could lose his temper (for the right reasons!) so quickly.

The Sheriff of Nottingham has my vote. He's another very underrated Disney villain. No one really remembers him.
